Types of Licenses

The scope of the licenses described below applies to licenses issued as of the publication of the Regulations for the Registration of Authorized Inspectors of LP Gas Facilities, which appeared in the Official Gazette on enero 19 enero .

Given that activities related to Liquefied Petroleum Gas (LPG) are directly linked to the protection of human life and the safety of the facilities, retail outlets, and storage facilities where this substance is handled, professionals engaged in the tasks described in the Regulations for the Registration of Authorized Inspectors of LPG Facilities must have demonstrable knowledge and experience in the facilities described in Article 1 of the Regulations.

This establishes a classification system for professionals specializing in LPG installations, based on the four categories (licenses) of installations described below:

Types of Facilities

  • Institutional residential LPG facilities that use portable storage cylinders with a capacity ranging from 0 to 84 liters (45 kg).
  • At LPG retail outlets with storage for portable DOT-certified or equivalent cylinders ranging from 0 to 84 liters, in the sizes currently available on the market; and in the case of wholesale distributors, in accordance with the terms of the license granted by MINAE and the design specifications set forth in the standard that defines the maximum volume of LPG permitted in the specific building serving as a warehouse.
Types of Facilities

  • Facilities and storage areas for portable cylinders described in subsection (a) (Category 1).
  • Residential, commercial, institutional, and industrial facilities that use portable storage cylinders with a capacity ranging from 0 to 84 liters (45 kg).
  • DOT- or ASME-type on-site filling tanks with a total individual or combined water capacity of 0 to 15,139 liters that do not require a fixed fire suppression system for protection.
Types of Facilities

  • Facilities and storage areas for portable cylinders described in subparagraphs (a) and (b) (Category 2).
  • Residential, commercial, institutional, and industrial facilities that use LPG, whether with portable cylinders or stationary tanks, where the total storage capacity—whether individual or combined—does not exceed 15,140 liters (4,000 gallons) of water capacity.
  • ASME on-site filling tanks with a total individual or combined water capacity of 15,140 liters or more.
  • DOT or ASME tanks installed on rooftops, which require the safety and fire protection measures determined by the Fire Department, MINAE, and the Ministry of Health to ensure their safe operation.
Types of Facilities

  • Facilities and storage areas for portable cylinders described in subparagraphs (a), (b), and (c) (Category 3).
  • LPG storage and filling facilities that comply with the technical and legal requirements set forth by the country’s regulatory agencies governing the operations of LPG storage, filling, and marketing companies, and that hold, or are in the process of obtaining, an operating permit from the DGTCC.
