General Information
For many years, the lack of strategic planning in infrastructure has been a constant concern within the CFIA; but even more so, the absence of sustained and consistent policies in this area. This has led to a lack of continuity in the execution of infrastructure projects and, above all, to a change in priorities every four years, with the consequent increase in project costs and construction times that far exceed the country's real needs.
This marked the beginning of the “Costa Rica 2020” project, which was the first step toward a sustained planning effort. Later, within the framework of the policies established by the Pan-American Union of Engineering Associations (UPADI), it evolved into the “Thinking About Costa Rica” project, continuing to follow the original framework but with a more comprehensive conceptual approach and a broader scope.
CFIA is proud to present to the technical community, the citizens of the Republic, and especially the Central Government, this document which addresses infrastructure issues in the following areas:
- Water Resources
- Port Works
- Road maintenance
- Energy Resources
- Land Use Planning
- Airports
The guidelines and recommendations set forth herein should be understood as a contribution from the technical community to the Government of the Republic, with the best intention of assisting in the definition of the fundamental planning axes on which the country's development will be based.
